ISSUANCE OF LOCATIONAL CLEARANCE FOR BUILDING PERMIT
Prior to the start of construction, all enterprises and private individuals constructing a new building/fencing or expansion/ renovation thereof are required to secure a Locational Clearance upon application for building permit to ensure compatibility and conformity of the project with the municipality’s general land use plan and zoning.
Section 301 of the National Building Code of the Philippines states that “No person, firm or corporation, including any agency or instrumentality of the government shall erect, construct, alter, repair, move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit therefor from the Building Official assigned in the place where the subject building is located or the building work is to be done.” Issuance of Building Permit prior to construction, erection, alteration, major repair, renovation or conversion of any building/structure within Puerto Galera.
The purpose of obtaining the said permit is to confirm that the for residential and commercial building is in a suitable living condition considering its compliance to the provision of the code and to the submitted plans and specifications. However, a process should be conducted first before having Occupancy Permit.
According to the National Building Code of the Philippines, an Occupancy Permit, also known as Certificate of Occupancy, shall be issued and approved by respective Office of the Building Official before using the structure.
GOVERNMENT UNIT SYSTEM (eLGU) The Mayor’s Permit to operate is issued to individuals/entities that operate a business in this municipality. The Business Permits and Licensing Office under the office of the Municipal Mayor utilizes the electronic Local Government Unit System (eLGU) that automates the business permit processing from application to release of business permit. Business permits for new enterprise is assessed based on paid-up capital while renewal is based on annual gross sale of the preceding calendar year. Schedule of fees and charges are based on the Revised Municipal Revenue Code 2023. Permits are valid only for the current year. Renewal of permits should be done during the first twenty (20) days of January every year to avoid penalties and surcharges. Payments may be made quarterly, semi-annually or annually.
The Mayor’s Permit for occupation is issued to every employee of business establishments operating in the municipality. Schedule of fees and charges are based on the Revised Municipal Revenue Code of 2023. Permits are valid only for the current year. Renewal of permits should be done during the first twenty (20) days of January every year to avoid penalties and surcharges.
The Mayor’s Permit to operate a Motorized Tricycle is issued to operators of Public Utility Tricycles in the Municipality. Permits are valid for the current year. Renewal of Permits should be done during the first twenty (20) days of January of every year to avoid penalties.
SECURING MAYOR’S PERMIT FOR PUBLIC UTILITY JEEPNEY
The Mayor’s Permit to Operate a Public Utility Jeepney (PUJ) is issued to operators of PUJs with valid LTFRB franchise to operate in the municipality. Schedule of fees and charges are based on the Revised Municipal Revenue Code of 2023. Permits are valid only for the current year. Renewal of permits should be done during the first twenty (20) days of January every year to avoid penalties and surcharges.
The Mayor’s Permit to operate a Motorized Banca is issued to operators of Bancas in the Municipality. Permits are valid for the current year. Renewal of Permits should be done during the first twenty (20) days of January of every year to avoid penalties.
